Which Smart Factory Tier Is Your Plant? An Owner's Self-Check List

Last week a plant director came to me with an application form: “Sir Leng, the six ministries have issued the notice — does my plant count as a smart factory?”
I visited the shopfloor: output hand-copied onto a blackboard, equipment status known only by asking the line leader, two hours per changeover. I said: put the word “smart” aside — let's first see which tier you are on.
On July 17 the six ministries issued the 2026 Smart Factory Tiered Cultivation Notice with a four-tier system: Basic, Advanced, Excellent, Pilot. By end of June, China had 56,000 Basic-tier, 9,000 Advanced-tier, 500 Excellent-tier factories and 15 Pilot-tier candidates. Here is the four-tier ladder translated into an owner's self-check list — find where you sit.
1. Basic Tier: Have You Entered Digitization at All?
- Are key processes equipped with automation?
- Are output and yield figures hand-copied or system-collected?
- Is there at least a basic production dashboard and ERP for inventory and finance?
None of these — you haven't entered the gate. Have them — you're likely at Basic tier. This tier is self-assessed against the element criteria; no fees, no national application.
2. Advanced Tier: Is Your Data Connected?
- Can equipment connect to the network — status and output collected automatically?
- When an order enters ERP, does it auto-explode into shopfloor work orders without re-entry?
- Can quality be traced to specific batches? Do warehousing and production takt connect?
This is the tier most above-scale plants should target: provincial certification, and the largest subsidies.
3. Excellent Tier: Have You Deployed AI?
- Can equipment predict failures from historical data and maintain ahead of breakdowns?
- Is scheduling auto-optimized by systems, or decided by a veteran's gut?
- Can quality data feed back into process parameter tuning?
The 2026 rules: Excellent tier requires AI scenarios at no less than 30%. The 500 Excellent-tier factories cut R&D cycles by 28% and defects by 50% on average — that is national-leading territory.
4. Pilot Tier: Can AI Decide by Itself?
Only 15 candidates nationwide — the league of Baosteel, XCMG and Gree. Small plants can't reach it yet. But remember one number: Pilot requires 60% AI scenarios. The trend is clear — AI is not a bonus anymore; it is a passing grade, and the bar rises every year.
5. Three Pieces of Advice for SMEs
- 1. Solidify Basic first. Stop hand-copying output; connect key equipment — doable at zero cost from a self-check;
- 2. Don't drool over Pilot. Your target is Advanced — connected data, auto-exploded orders, traceable quality. That tier has the most subsidies and the highest success rate;
- 3. Do the self-assessment free on the national assessment platform (www.c3mep.cn) — don't trust agents promising “guaranteed pass”.
If you cannot see which tier you are on, you have no direction — and without direction, capital investment wanders. Find your seat on the ladder first, then climb one step at a time.
